    Transaction Logic is an extension of predicate logic that accounts in a clean and declarative way for the phenomenon of state changes in logic programs and databases. This extension adds connectives specifically designed for combining simple actions into complex transactions and for providing control over their execution. The logic has a natural model theory and a sound and complete proof theory. Transaction Logic has a Horn clause subset, which has a procedural as well as a declarative semantics. The important features of the logic include hypothetical and committed updates, dynamic constraints on transaction execution, non-determinism, and bulk updates.     A lethal autonomous weapon (LAW), also known as a lethal autonomous weapon system (LAWS), autonomous weapon system (AWS), robotic weapon, or killer robot, is a type of military drone or military robot, which is autonomous in that it can independently search for and engage targets based on programmed constraints and descriptions. As of 2025, most military drones (including unmanned aerial vehicles and unmanned combat aerial vehicles) and military robots are not truly autonomous. LAWs may engage in drone warfare in the air, on land, on water, underwater, or in space. == Definitions == In weapons development, the term "autonomous" is somewhat ambiguous and can vary hugely between different scholars, nations and organizations. There is no definition of lethal autonomous weapon systems that is generally agreed upon among different countries. The official United States Department of Defense Policy on Autonomy in Weapon Systems (Department of Defense Directive 3000.09) defines an Autonomous Weapon System as one that "...once activated, can select and engage targets without further intervention by a human operator." Heather Roff, a writer for Case Western Reserve University School of Law, describes autonomous weapon systems as "... capable of learning and adapting their 'functioning in response to changing circumstances in the environment in which [they are] deployed,' as well as capable of making firing decisions on their own." The British Ministry of Defence states "Whilst definitions can vary, the key difference is that an automated system is capable of carrying out complicated tasks but is incapable of complex decision-making, whereas an autonomous system is capable of deciding a course of action without depending on human oversight and control." Scholars such as Peter Asaro and Mark Gubrud believe that any weapon system that is capable of releasing a lethal force without the operation, decision, or confirmation of a human supervisor can be deemed autonomous. == Automatic defensive systems == Some definitions of autonomous weapon systems are broad enough to include land mines and naval mines, simple automatically-triggered lethal weapons that have been in use for centuries. Some current examples of LAWs are automated "hardkill" active protection systems, such as a radar-guided close-in weapon systems (CIWS) used to defend ships that have been in use since the 1970s (e.g., the US Phalanx CIWS). Such systems can autonomously identify and attack oncoming missiles, rockets, artillery fire, aircraft, and surface vessels according to criteria set by the human operator. Similar systems exist for tanks, such as the Russian Arena, the Israeli Trophy, and the German AMAP-ADS. Several types of stationary sentry guns, which can fire at humans and vehicles, are used in South Korea and Israel. Many missile defence systems, such as Iron Dome, also have autonomous targeting capabilities. The main reason for not having a "human in the loop" in these systems is the need for rapid response. They have generally been used to protect personnel and installations against incoming projectiles. == Autonomous offensive systems == According to The Economist in 2018, as technology advances, applications of uncrewed undersea vehicles could include mine clearance, mine-laying, anti-submarine sensor networking in contested waters, patrolling with active sonar, resupplying manned submarines, and becoming low-cost missile platforms. In 2017 the Russian Federation was developing artificially intelligent missiles, drones, unmanned vehicles, military robots and medic robots. In 2018, the U.S. Nuclear Posture Review alleged that Russia was developing a "new intercontinental, nuclear-armed, nuclear-powered, undersea autonomous torpedo" named "Status 6". Israeli Minister Ayoob Kara stated in 2017 that Israel is developing military robots, including ones as small as flies. In October 2018, Zeng Yi, a senior executive at the Chinese defense firm Norinco, gave a speech in which he said that "In future battlegrounds, there will be no people fighting", and that the use of lethal autonomous weapons in warfare is "inevitable". In 2019, US Defense Secretary Mark Esper lashed out at China for selling drones capable of taking life with no human oversight. As of 2020, DARPA was working on making swarms of 250 autonomous lethal drones available to the American military. The US Navy is developing unmanned surface vehicles, also called sea drones, including Ghost Fleet Overlord, with plans to equip them with weapons and with the potential to use them semi-autonomously. In 2020 a Kargu 2 drone hunted down and attacked a human target in Libya, according to a report from the UN Security Council's Panel of Experts on Libya, published in March 2021. This may have been the first time an autonomous killer robot armed with lethal weaponry attacked human beings. In May 2021 Israel conducted an AI-guided combat drone swarm attack in Gaza. In the Russo-Ukrainian war, Ukraine has developed advanced drones with integrated artificial intelligence for a range of drone warfare purposes, including to attack infrastructure in Russia, although as of May 2026, Al Jazeera reported that humans remain in control of operation. == Ethical and legal issues == === Degree of human control === Three classifications of the degree of human control of autonomous weapon systems were laid out by Bonnie Docherty in a 2012 Human Rights Watch report. human-in-the-loop: a human must instigate the action of the weapon (in other words not fully autonomous). human-on-the-loop: a human may abort an action. human-out-of-the-loop: no human action is involved. === Standard used in US policy === Department of Defense Directive 3000.09 states that "Autonomous … weapons systems shall be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." However, as noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not even require certification. Deputy Defense Secretary Robert O. Work said in 2016 that the Defense Department would "not delegate lethal authority to a machine to make a decision", but might need to reconsider this since "authoritarian regimes" may do so. In October 2016 President Barack Obama stated that early in his career he was wary of a future in which a US president making use of drone warfare could "carry on perpetual wars all over the world, and a lot of them covert, without any accountability or democratic debate". A major concern is how the report will be implemented. === Possible violations of ethics and international acts === Stuart Russell, professor of computer science from University of California, Berkeley stated the concern he has with LAWs is that his view is that it is unethical and inhumane. The main issue with this system is it is hard to distinguish between combatants and non-combatants. There is concern by some economists and legal scholars about whether LAWs would violate International Humanitarian Law, especially the principle of distinction, which requires the ability to discriminate combatants from non-combatants, and the principle of proportionality, which requires that damage to civilians be proportional to the military aim. This concern is often invoked as a reason to ban "killer robots" altogether - but it is doubtful that this concern can be an argument against LAWs that do not violate International Humanitarian Law. A 2021 report by the American Congressional Research Service states that "there are no domestic or international legal prohibitions on the development of use of LAWs," although it acknowledges ongoing talks at the UN Convention on Certain Conventional Weapons (CCW).     Sanchar Saathi (lit. 'Communication Partner' or 'Communication Companion') is an Indian state-owned app and web portal, operated by the Department of Telecommunications, designed to assist Indian mobile users in tracking and blocking stolen or lost mobile devices. In late 2025, a government order requiring Sanchar Saathi to be pre-installed on all mobile devices sold nationwide, with explicit provisions on preventing users from deleting the app or disabling any of its broad functionalities, triggered widespread backlash. The order was subsequently withdrawn. == Background == The Telecommunications Act 2023 introduced an exceptionally broad definition of the term "telecommunications" and conferred wide-ranging powers on the government. Although the Department of Telecommunications (DoT) assured reporters that this definition would not be used to justify government overreach, a November 2024 amendment to the Telecom Cyber Security Rules expanded it further and introduced the concept of the Telecommunication Identifier User Entity (TIEU), enabling users to be personally identified through their phone numbers. Sanchar Saathi was launched amid a widespread rise in cybercrime and hacking, as part of the Indian government's effort to prevent stolen phones from being used for fraud and to promote a state-backed application. In an official statement, the DoT said, "India has big second-hand mobile device market. Cases have also been observed where stolen or blacklisted devices are being re-sold. It makes the purchaser abettor in crime and causes financial loss to them." == Launch == Sanchar Saathi was originally launched as a web portal in May 2023. It was later launched as a mobile app in January 2025. Describing itself as a "citizen-centric" safety tool, Sanchar Saathi allows users to check a device's IMEI, report and block lost or stolen phones, and flag suspected fraud communications. Under Sanchar Saathi's privacy policy, it can make and manage phone calls, view and send messages, read call logs, access photos and files, access the location and camera of the device in which the app is used, as well as read and write into the device's storage. According to official government data, by December 2025, the Sanchar Saathi app had helped recover more than 700,000 lost and stolen mobile devices across India. Users report around 2,000 fraud incidents through the app each day. == Pre-installation controversy == On 28 November 2025, the Bharatiya Janata Party government, led by prime minister Narendra Modi, privately ordered phone manufacturers, including Apple, Samsung, Xiaomi, Vivo, Oppo, among others, to pre-install the Sanchar Saathi app on new devices sold in the country, alongside mandating that old devices get issued a software update for the installation of the app. The order had a 90-day deadline and further included explicit provisions to ensure that the app is to be "readily visible and accessible to the end users at the time of first use or device setup" and that users should neither be able to delete the app nor disable or restrict any of its broad functionalities. The order caused widespread political backlash. K. C. Venugopal, a general secretary of the main opposition party, the Indian National Congress (or simply the Congress), called the order "beyond unconstitutional" and said, "A pre-loaded government app that cannot be uninstalled is a dystopian tool to monitor every Indian. It is a means to watch over every movement, interaction and decision of each citizen", adding, "Big Brother cannot watch us." Another Congress general secretary, Priyanka Gandhi, termed Sanchar Saathi a "snooping app", and attacked the government for "turning this country into a dictatorship". Uddhav Thackeray, former chief minister of Maharashtra, compared Sanchar Saathi to the Pegasus spyware. Sanjay Hegde, a senior advocate at the Supreme Court of India, said "Here in the garb of security, the intrusion is vast, unfettered, unguided and is totally disproportionate. The app ought to be struck down on that account". The Internet Freedom Foundation (IFF), an Indian digital rights advocacy organisation, said, "Forcing every smartphone to carry a permanent government app for a simple verification task is excessive and violates the Puttaswamy proportionality standard", referring to Puttaswamy v. Union of India, a 2017 landmark decision of the Supreme Court, which asserted that the right to privacy should be protected as a fundamental right. The IFF further said, "For this to work in practice, the app will almost certainly need system level or root level access, similar to carrier or OEM system apps, so that it cannot be disabled. That design choice erodes the protections that normally prevent one app from peering into the data of others, and turns Sanchar Saathi into a permanent, non-consensual point of access sitting inside the operating system of every Indian smartphone user." Moreover, the organisation said that while the app was being "framed as a benign IMEI checker", a server-side update could allow the app to engage in "client side scanning for 'banned' applications, flag VPN usage, correlate SIM activity, or trawl SMS logs in the name of fraud detection. Nothing in the order constrains these possibilities." In reaction to the controversy, Jyotiraditya Scindia, the union minister of communications, said, "There is no snooping or call monitoring", adding, "Obviously you can delete it. There is no problem. This is a matter of customer protection. It is not mandatory. If you don't want to register, and don't want to use the app, don't use it; don't register, and it will lay dormant." Scindia compared the app to other pre-installed mobile apps such as Google Maps, which he said could be deleted if users wished so. However, contrary to Scindia's statement, on many phone brands, such pre-installed apps cannot be deleted, although users can disable them. Furthermore, upon enquiry, Scindia did not clarify whether his remarks applied to the app after the order took effect, making no comment on the provision in the order that would prevent users from deleting the app. When Congress member Renuka Chowdhury submitted an adjournment motion notice in the Rajya Sabha seeking the suspension of all other matters to discuss the Sanchar Saathi issue, Kiren Rijiju, the union minister of parliamentary affairs, accused the opposition of "manufacturing issues" to stall session proceedings. By 2 December, it had been reported that Apple did not plan to comply with the order, citing privacy and security concerns for the iOS ecosystem and the fact that the order would violate its internal policy against the pre-installation of third-party software in iPhones. Although it was clarified that Apple did not intend to take the matter to court or publicly oppose the government, it was said that Apple "can't do this. Period." The order would have also required Google to create a custom version of Android solely for India which would include the Sanchar Saathi app, a requirement described to "not be acceptable to the company". Following the backlash, the order was revoked on 3 December 2025. In a press release, the government said, "Given Sanchar Saathi's increasing acceptance, Government has decided not to make the pre-installation mandatory for mobile manufacturers".

    Catastrophic interference, also known as catastrophic forgetting, is the tendency of an artificial neural network to abruptly and drastically forget previously learned information upon learning new information. Neural networks are an important part of the connectionist approach to cognitive science. The issue of catastrophic interference when modeling human memory with connectionist models was originally brought to the attention of the scientific community by research from McCloskey and Cohen (1989), and Ratcliff (1990). It is a radical manifestation of the 'sensitivity-stability' dilemma or the 'stability-plasticity' dilemma. Specifically, these problems refer to the challenge of making an artificial neural network that is sensitive to, but not disrupted by, new information. Lookup tables and connectionist networks lie on the opposite sides of the stability plasticity spectrum. The former remains completely stable in the presence of new information but lacks the ability to generalize, i.e. infer general principles, from new inputs. On the other hand, connectionist networks like the standard backpropagation network can generalize to unseen inputs, but they are sensitive to new information. Backpropagation models can be analogized to human memory insofar as they have a similar ability to generalize, but these networks often exhibit less stability than human memory. Notably, these backpropagation networks are susceptible to catastrophic interference. This is an issue when modelling human memory, because unlike these networks, humans typically do not show catastrophic forgetting. == Discovery == The term catastrophic interference was originally coined by McCloskey and Cohen (1989) but was also brought to the attention of the scientific community by research from Ratcliff (1990). === The Sequential Learning Problem: McCloskey and Cohen (1989) === McCloskey and Cohen (1989) noted the problem of catastrophic interference during two different experiments with backpropagation neural network modelling. Experiment 1: Learning the ones and twos addition facts In their first experiment they trained a standard backpropagation neural network on a single training set consisting of 17 single-digit ones problems (i.e., 1 + 1 through 9 + 1, and 1 + 2 through 1 + 9) until the network could represent and respond properly to all of them. The error between the actual output and the desired output steadily declined across training sessions, which reflected that the network learned to represent the target outputs better across trials. Next, they trained the network on a single training set consisting of 17 single-digit twos problems (i.e., 2 + 1 through 2 + 9, and 1 + 2 through 9 + 2) until the network could represent, respond properly to all of them. They noted that their procedure was similar to how a child would learn their addition facts. Following each learning trial on the twos facts, the network was tested for its knowledge on both the ones and twos addition facts. Like the ones facts, the twos facts were readily learned by the network. However, McCloskey and Cohen noted the network was no longer able to properly answer the ones addition problems even after one learning trial of the twos addition problems. The output pattern produced in response to the ones facts often resembled an output pattern for an incorrect number more closely than the output pattern for a correct number. This is considered to be a drastic amount of error. Furthermore, the problems 2+1 and 1+2, which were included in both training sets, even showed dramatic disruption during the first learning trials of the twos facts. Experiment 2: Replication of Barnes and Underwood (1959) study In their second connectionist model, McCloskey and Cohen attempted to replicate the study on retroactive interference in humans by Barnes and Underwood (1959). They trained the model on A-B and A-C lists and used a context pattern in the input vector (input pattern), to differentiate between the lists. Specifically the network was trained to respond with the right B response when shown the A stimulus and A-B context pattern and to respond with the correct C response when shown the A stimulus and the A-C context pattern. When the model was trained concurrently on the A-B and A-C items then the network readily learned all of the associations correctly. In sequential training the A-B list was trained first, followed by the A-C list. After each presentation of the A-C list, performance was measured for both the A-B and A-C lists. They found that the amount of training on the A-C list in Barnes and Underwood study that lead to 50% correct responses, lead to nearly 0% correct responses by the backpropagation network. Furthermore, they found that the network tended to show responses that looked like the C response pattern when the network was prompted to give the B response pattern. This indicated that the A-C list apparently had overwritten the A-B list. This could be likened to learning the word dog, followed by learning the word stool and then finding that you think of the word stool when presented with the word dog. McCloskey and Cohen tried to reduce interference through a number of manipulations including changing the number of hidden units, changing the value of the learning rate parameter, overtraining on the A-B list, freezing certain connection weights, changing target values 0 and 1 instead 0.1 and 0.9. However, none of these manipulations satisfactorily reduced the catastrophic interference exhibited by the networks. Overall, McCloskey and Cohen (1989) concluded that: at least some interference will occur whenever new learning alters the weights involved in representing old learning the greater the amount of new learning, the greater the disruption in old knowledge interference was catastrophic in the backpropagation networks when learning was sequential but not concurrent === Constraints Imposed by Learning and Forgetting Functions: Ratcliff (1990) === Ratcliff (1990) used multiple sets of backpropagation models applied to standard recognition memory procedures, in which the items were sequentially learned. After inspecting the recognition performance models he found two major problems: Well-learned information was catastrophically forgotten as new information was learned in both small and large backpropagation networks. Even one learning trial with new information resulted in a significant loss of the old information, paralleling the findings of McCloskey and Cohen (1989). Ratcliff also found that the resulting outputs were often a blend of the previous input and the new input. In larger networks, items learned in groups (e.g. AB then CD) were more resistant to forgetting than were items learned singly (e.g. A then B then C...). However, the forgetting for items learned in groups was still large. Adding new hidden units to the network did not reduce interference. Discrimination between the studied items and previously unseen items decreased as the network learned more. This finding contradicts studies on human memory, which indicated that discrimination increases with learning. Ratcliff attempted to alleviate this problem by adding 'response nodes' that would selectively respond to old and new inputs. However, this method did not work as these response nodes would become active for all inputs. A model which used a context pattern also failed to increase discrimination between new and old items. == Proposed solutions == The main cause of catastrophic interference seems to be overlap in the representations at the hidden layer of distributed neural networks. In a distributed representation, each input tends to create changes in the weights of many of the nodes. Catastrophic forgetting occurs because when many of the weights where "knowledge is stored" are changed, it is unlikely for prior knowledge to be kept intact. During sequential learning, the inputs become mixed, with the new inputs being superimposed on top of the old ones. Another way to conceptualize this is by visualizing learning as a movement through a weight space. This weight space can be likened to a spatial representation of all of the possible combinations of weights that the network could possess.     A lethal autonomous weapon (LAW), also known as a lethal autonomous weapon system (LAWS), autonomous weapon system (AWS), robotic weapon, or killer robot, is a type of military drone or military robot, which is autonomous in that it can independently search for and engage targets based on programmed constraints and descriptions. As of 2025, most military drones (including unmanned aerial vehicles and unmanned combat aerial vehicles) and military robots are not truly autonomous. LAWs may engage in drone warfare in the air, on land, on water, underwater, or in space. == Definitions == In weapons development, the term "autonomous" is somewhat ambiguous and can vary hugely between different scholars, nations and organizations. There is no definition of lethal autonomous weapon systems that is generally agreed upon among different countries. The official United States Department of Defense Policy on Autonomy in Weapon Systems (Department of Defense Directive 3000.09) defines an Autonomous Weapon System as one that "...once activated, can select and engage targets without further intervention by a human operator." Heather Roff, a writer for Case Western Reserve University School of Law, describes autonomous weapon systems as "... capable of learning and adapting their 'functioning in response to changing circumstances in the environment in which [they are] deployed,' as well as capable of making firing decisions on their own." The British Ministry of Defence states "Whilst definitions can vary, the key difference is that an automated system is capable of carrying out complicated tasks but is incapable of complex decision-making, whereas an autonomous system is capable of deciding a course of action without depending on human oversight and control." Scholars such as Peter Asaro and Mark Gubrud believe that any weapon system that is capable of releasing a lethal force without the operation, decision, or confirmation of a human supervisor can be deemed autonomous. == Automatic defensive systems == Some definitions of autonomous weapon systems are broad enough to include land mines and naval mines, simple automatically-triggered lethal weapons that have been in use for centuries. Some current examples of LAWs are automated "hardkill" active protection systems, such as a radar-guided close-in weapon systems (CIWS) used to defend ships that have been in use since the 1970s (e.g., the US Phalanx CIWS). Such systems can autonomously identify and attack oncoming missiles, rockets, artillery fire, aircraft, and surface vessels according to criteria set by the human operator. Similar systems exist for tanks, such as the Russian Arena, the Israeli Trophy, and the German AMAP-ADS. Several types of stationary sentry guns, which can fire at humans and vehicles, are used in South Korea and Israel. Many missile defence systems, such as Iron Dome, also have autonomous targeting capabilities. The main reason for not having a "human in the loop" in these systems is the need for rapid response. They have generally been used to protect personnel and installations against incoming projectiles. == Autonomous offensive systems == According to The Economist in 2018, as technology advances, applications of uncrewed undersea vehicles could include mine clearance, mine-laying, anti-submarine sensor networking in contested waters, patrolling with active sonar, resupplying manned submarines, and becoming low-cost missile platforms. In 2017 the Russian Federation was developing artificially intelligent missiles, drones, unmanned vehicles, military robots and medic robots. In 2018, the U.S. Nuclear Posture Review alleged that Russia was developing a "new intercontinental, nuclear-armed, nuclear-powered, undersea autonomous torpedo" named "Status 6". Israeli Minister Ayoob Kara stated in 2017 that Israel is developing military robots, including ones as small as flies. In October 2018, Zeng Yi, a senior executive at the Chinese defense firm Norinco, gave a speech in which he said that "In future battlegrounds, there will be no people fighting", and that the use of lethal autonomous weapons in warfare is "inevitable". In 2019, US Defense Secretary Mark Esper lashed out at China for selling drones capable of taking life with no human oversight. As of 2020, DARPA was working on making swarms of 250 autonomous lethal drones available to the American military. The US Navy is developing unmanned surface vehicles, also called sea drones, including Ghost Fleet Overlord, with plans to equip them with weapons and with the potential to use them semi-autonomously. In 2020 a Kargu 2 drone hunted down and attacked a human target in Libya, according to a report from the UN Security Council's Panel of Experts on Libya, published in March 2021. This may have been the first time an autonomous killer robot armed with lethal weaponry attacked human beings. In May 2021 Israel conducted an AI-guided combat drone swarm attack in Gaza. In the Russo-Ukrainian war, Ukraine has developed advanced drones with integrated artificial intelligence for a range of drone warfare purposes, including to attack infrastructure in Russia, although as of May 2026, Al Jazeera reported that humans remain in control of operation. == Ethical and legal issues == === Degree of human control === Three classifications of the degree of human control of autonomous weapon systems were laid out by Bonnie Docherty in a 2012 Human Rights Watch report. human-in-the-loop: a human must instigate the action of the weapon (in other words not fully autonomous). human-on-the-loop: a human may abort an action. human-out-of-the-loop: no human action is involved. === Standard used in US policy === Department of Defense Directive 3000.09 states that "Autonomous … weapons systems shall be designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force." However, as noted in the Bulletin of the Atomic Scientists, the policy requires that autonomous weapon systems that kill people or use kinetic force, selecting and engaging targets without further human intervention, be certified as compliant with "appropriate levels" and other standards, not that such weapon systems cannot meet these standards and are therefore forbidden. "Semi-autonomous" hunter-killers that autonomously identify and attack targets do not even require certification. Deputy Defense Secretary Robert O. Work said in 2016 that the Defense Department would "not delegate lethal authority to a machine to make a decision", but might need to reconsider this since "authoritarian regimes" may do so. In October 2016 President Barack Obama stated that early in his career he was wary of a future in which a US president making use of drone warfare could "carry on perpetual wars all over the world, and a lot of them covert, without any accountability or democratic debate". In the US, security-related AI has fallen under the purview of the National Security Commission on Artificial Intelligence since 2018. On October 31, 2019, the United States Department of Defense's Defense Innovation Board published the draft of a report outlining five principles for weaponized AI and making 12 recommendations for the ethical use of artificial intelligence by the Department of Defense that would ensure a human operator would always be able to look into the 'black box' and understand the kill-chain process. A major concern is how the report will be implemented. === Possible violations of ethics and international acts === Stuart Russell, professor of computer science from University of California, Berkeley stated the concern he has with LAWs is that his view is that it is unethical and inhumane. The main issue with this system is it is hard to distinguish between combatants and non-combatants. There is concern by some economists and legal scholars about whether LAWs would violate International Humanitarian Law, especially the principle of distinction, which requires the ability to discriminate combatants from non-combatants, and the principle of proportionality, which requires that damage to civilians be proportional to the military aim. This concern is often invoked as a reason to ban "killer robots" altogether - but it is doubtful that this concern can be an argument against LAWs that do not violate International Humanitarian Law. A 2021 report by the American Congressional Research Service states that "there are no domestic or international legal prohibitions on the development of use of LAWs," although it acknowledges ongoing talks at the UN Convention on Certain Conventional Weapons (CCW). LAWs are said by some to blur the boundaries of who is responsible for a particular killing. Philosopher Robert Sparrow argues that autonomous weapons are causally but not morally responsible, similar to child soldiers.     Metadatabase

    Metadatabase is a database model for (1) metadata management, (2) global query of independent databases, and (3) distributed data processing. The word metadatabase is an addition to the dictionary. Originally, metadata was only a common term referring simply to "data about data", such as tags, keywords, and markup headers. However, in this technology, the concept of metadata is extended to also include such data and knowledge representation as information models (e.g., relations, entities-relationships, and objects), application logic (e.g., production rules), and analytic models (e.g., simulation, optimization, and mathematical algorithms). In the case of analytic models, it is also referred to as a Modelbase. These classes of metadata are integrated with some modeling ontology to give rise to a stable set of meta-relations (tables of metadata). Individual models are interpreted as metadata and entered into these tables. As such, models are inserted, retrieved, updated, and deleted in the same manner as ordinary data do in an ordinary (relational) database. Users will also formulate global queries and requests for processing of local databases through the Metadatabase, using the globally integrated metadata. The Metadatabase structure can be implemented in any open technology for relational databases. == Significance == The Metadatabase technology is developed at Rensselaer Polytechnic Institute at Troy, New York, by a group of faculty and students (see the references at the end of the article), starting in late 1980s. Its main contribution includes the extension of the concept of metadata and metadata management, and the original approach of designing a database for metadata applications. These conceptual results continue to motivate new research and new applications. At the level of particular design, its openness and scalability is tied to that of the particular ontology proposed: It requires reverse-representation of the application models in order to save them into the meta-relations. In theory, the ontology is neutral, and it has been proven in some industrial applications. However, it needs more development to establish it for the field as an open technology. The requirement of reverse-representation is common to any global information integration technology. A way to facilitate it in the Metadatabase approach is to distribute a core portion of it at each local site, to allow for peer-to-peer translation on the fly.

    Semantic data model

    A semantic data model (SDM) is a high-level semantics-based database description and structuring formalism (database model) for databases. This database model is designed to capture more of the meaning of an application environment than is possible with contemporary database models. An SDM specification describes a database in terms of the kinds of entities that exist in the application environment, the classifications and groupings of those entities, and the structural interconnections among them. SDM provides a collection of high-level modeling primitives to capture the semantics of an application environment. By accommodating derived information in a database structural specification, SDM allows the same information to be viewed in several ways; this makes it possible to directly accommodate the variety of needs and processing requirements typically present in database applications. The design of the present SDM is based on our experience in using a preliminary version of it. SDM is designed to enhance the effectiveness and usability of database systems. An SDM database description can serve as a formal specification and documentation tool for a database; it can provide a basis for supporting a variety of powerful user interface facilities, it can serve as a conceptual database model in the database design process; and, it can be used as the database model for a new kind of database management system. == In software engineering == A semantic data model in software engineering has various meanings: It is a conceptual data model in which semantic information is included. This means that the model describes the meaning of its instances. Such a semantic data model is an abstraction that defines how the stored symbols (the instance data) relate to the real world. It is a conceptual data model that includes the capability to express and exchange information which enables parties to interpret meaning (semantics) from the instances, without the need to know the meta-model. Such semantic models are fact-oriented (as opposed to object-oriented). Facts are typically expressed by binary relations between data elements, whereas higher order relations are expressed as collections of binary relations. Typically binary relations have the form of triples: Object-RelationType-Object. For example: the Eiffel Tower Paris. Typically the instance data of semantic data models explicitly include the kinds of relationships between the various data elements, such as . To interpret the meaning of the facts from the instances, it is required that the meaning of the kinds of relations (relation types) be known. Therefore, semantic data models typically standardize such relation types. This means that the second kind of semantic data models enables that the instances express facts that include their own meanings. The second kind of semantic data models are usually meant to create semantic databases. The ability to include meaning in semantic databases facilitates building distributed databases that enable applications to interpret the meaning from the content. This implies that semantic databases can be integrated when they use the same (standard) relation types. This also implies that in general they have a wider applicability than relational or object-oriented databases. == Overview == The logical data structure of a database management system (DBMS), whether hierarchical, network, or relational, cannot totally satisfy the requirements for a conceptual definition of data, because it is limited in scope and biased toward the implementation strategy employed by the DBMS. Therefore, the need to define data from a conceptual view has led to the development of semantic data modeling techniques. That is, techniques to define the meaning of data within the context of its interrelationships with other data, as illustrated in the figure. The real world, in terms of resources, ideas, events, etc., are symbolically defined within physical data stores. A semantic data model is an abstraction which defines how the stored symbols relate to the real world. Thus, the model must be a true representation of the real world. According to Klas and Schrefl (1995), the "overall goal of semantic data models is to capture more meaning of data by integrating relational concepts with more powerful abstraction concepts known from the Artificial Intelligence field. The idea is to provide high level modeling primitives as an integral part of a data model in order to facilitate the representation of real world situations". == History == The need for semantic data models was first recognized by the U.S. Air Force in the mid-1970s as a result of the Integrated Computer-Aided Manufacturing (ICAM) Program. The objective of this program was to increase manufacturing productivity through the systematic application of computer technology. The ICAM Program identified a need for better analysis and communication techniques for people involved in improving manufacturing productivity. As a result, the ICAM Program developed a series of techniques known as the IDEF (ICAM Definition) Methods which included the following: IDEF0 used to produce a “function model” which is a structured representation of the activities or processes within the environment or system. IDEF1 used to produce an “information model” which represents the structure and semantics of information within the environment or system. IDEF1X a semantic data modeling technique used to produce a graphical information model which represents the structure and semantics of information within an environment or system. Use of this standard permits the construction of semantic data models which may serve to support the management of data as a resource, the integration of information systems, and the building of computer databases. IDEF2 used to produce a “dynamics model” which represents the time varying behavioral characteristics of the environment or system. During the 1990s, the application of semantic modelling techniques resulted in the semantic data models of the second kind. An example of such is the semantic data model that is standardised as ISO 15926-2 (2002), which is further developed into the semantic modelling language Gellish (2005). The definition of the Gellish language is documented in the form of a semantic data model. Gellish itself is a semantic modelling language, that can be used to create other semantic models. Those semantic models can be stored in Gellish Databases, being semantic databases. == Applications == A semantic data model can be used to serve many purposes. Some key objectives include: Planning of data resources: A preliminary data model can be used to provide an overall view of the data required to run an enterprise. The model can then be analyzed to identify and scope projects to build shared data resources. Building of shareable databases: A fully developed model can be used to define an application independent view of data which can be validated by users and then transformed into a physical database design for any of the various DBMS technologies. In addition to generating databases which are consistent and shareable, development costs can be drastically reduced through data modeling. Evaluation of vendor software: Since a data model actually represents the infrastructure of an organization, vendor software can be evaluated against a company’s data model in order to identify possible inconsistencies between the infrastructure implied by the software and the way the company actually does business. Integration of existing databases: By defining the contents of existing databases with semantic data models, an integrated data definition can be derived. With the proper technology, the resulting conceptual schema can be used to control transaction processing in a distributed database environment. The U.S. Air Force Integrated Information Support System (I2S2) is an experimental development and demonstration of this kind of technology, applied to a heterogeneous type of DBMS environments.

    Integrated Operations in the High North (IOHN, IO High North or IO in the High North) is a unique collaboration project that during a four-year period starting May 2008 is working on designing, implementing and testing a Digital Platform for what in the upstream oil and gas industry is called the next or second generation of Integrated Operations. The work on the Digital platform is focussed on capture, transfer and integration of real-time data from the remote production installations to the decision makers. A risk evaluation across the whole chain is also included. The platform is based on open standards and enables a higher degree of interoperability. Requirements for the digital platform come from use cases defined within the Drilling and Completion, Reservoir and Production and Operations and Maintenance domains. The platform will subsequently be demonstrated through pilots within these three domains. The project was a sidecar initiative for Statoil’s Global Operations Data Integration Project. This was part of a very ambitious Master Plan IT (MapIT), which also included the Real Time Visualization (RTV) tender. The RTV tender aimed to be an ontology-aware information workspace for a wide range of disciplines, as per the IO Capability Stack. Additionally, the sidecar project aimed to increase the semantic web knowledge among suppliers in the industry. This new platform is considered an important enabler for safe and sustainable operations in remote, vulnerable and hazardous areas such as the High North, but the technology is clearly also applicable in more general applications. The IOHN project consortium consists of 23 participants, including operators, service providers, software vendors, technology providers, research institutions and universities. In addition, the Norwegian Defence Force is working with the project to resolve common infrastructural and interoperability challenges. The project is managed by Det Norske Veritas (DNV). Nils Sandsmark was the project manager during the initiation and start-up phase. Frédéric Verhelst took over as project manager from the beginning of 2009.     Pixorial was a cloud-based consumer photo sharing, video sharing and video editing platform. The company was formed in 2007 in Centennial, Colorado as a media conversion service. In 2013, Pixorial was chosen as one of two video storage companies to partner with the launch of Google Drive. Pixorial allowed users to edit and share videos on social channels by connecting through their Pixorial account. The company closed on July 18, 2014, and its assets were acquired by LifeLogger Technologies Corp in November 2015. == History == The company was founded in 2007 and launched in 2009 by former Netscape employee Andres Espineira. Changing its focus to video editing software in 2009, Pixorial began developing an app that would be launched for iOS and Android devices in 2011. Later developments in the app in 2012 would also included real time filters, which were later removed. With the launch of Google Drive in 2012, Pixorial was chosen as an integrated video partner. This integration with Google Drive allowed users to access videos stored in Google Drive within the web app of Pixorial. After the Google Drive launch, Pixorial developed a crowdsourced, location-based video sharing app, Krowds. The app was cited in July 2012 by PC Magazine as one of "The 8 Best Apps for Making and Sharing Videos on Your iPhone". In late July, Pixorial replaced its original mobile app with the MyPlayer HD app that optimized HD video viewing for large screen viewing including tablets and smart televisions. Pixorial's services terminated on July 18, 2014. == Products == === Krowds App === Pixorial's app was launched in April 2013 for iOS, and in May for Android, as a tool to aggregate event videos through location based collections. It was the best-selling expert-system software for microcomputers in the late 1980s. == History == VP-Expert was created by Brian Sawyer and published by Paperback Software in 1987. VP-Expert was widely adopted during the late 1980s. By April 1989, InfoWorld described it as "the best-selling expert-system software for personal computers." In June 1991, ownership of VP-Expert transferred from Paperback Software to WordTech Systems, Inc. following Paperback Software’s liquidation after a legal dispute with Lotus Development Corporation regarding its VP-Planner spreadsheet. VP-Expert continued to receive positive reviews with InfoWorld stating in 1992 "for automatically creating simple expert systems and being able to edit them into more sophisticated applications, hardly a better product exists than VP-Expert". == Features == VP-Expert used an inference engine based on backward chaining to reach conclusions through English-like if/then rules. It operated through a text interface and included an explanation facility that showed the reasoning steps used to justify its conclusions. == Applications == VP-Expert found applications across various domains. In environmental analysis, researchers used VP-Expert to develop a knowledge-based system for analyzing the impact of particulate matter air pollution on human health. In engineering design, VP-Expert was utilized in the creation of a prototype expert system to assist in fishway design. In aviation management, the tool was employed to develop an expert system aimed at maximizing airport capacity while adhering to noise-mitigation plans. == Limitations == While VP-Expert offered certain advantages, it also had limitations. Its rule-based approach could become challenging to manage for large and complex knowledge bases, and the process of eliciting and encoding knowledge from experts could be time-consuming and difficult.
